Old Sixth Ward/TIRZ 13 Mobility Plan Phase II

TEI led development of the TIRZ 13 Mobility Plan in Houston’s historic Old Sixth Ward neighborhood. The Plan was developed to provide recommendations and guidance to the TIRZ that maximize the benefits generated from investments in mobility and prioritize meaningful projects based on cost, impact, and timeline.

Recommendations were based on the outcomes of a detailed assessment of the district and supported by a Case for Action that creates an overarching vision reflecting community needs and opportunities.

Project recommendations build off of the data analyzed during the creation of a Fact Book and detailed Sidewalk Assessment. Proposed projects are centered around creating Great Streets by:
Improving walkability
Building a bikeway network
Enhancing access to transit

Plan recommendations are categorized into each of these focus areas while also emphasizing the need for all modes to work together to create an integrated multimodal network to realize the vision of Great Streets within the Old Sixth Ward.

TEI created an Action Plan that provides the TIRZ with implementation and funding tools, along with a list of recommended short-term and long-term projects. The Action Plan also includes programs and policies that encourage best practices in design and allows for residents and businesses to participate in improvements.

TEI took an innovative approach to community engagement by conducting interviews, hosting virtual community meetings, developing self-guided tours, leveraging art in the community, providing online interactive mapping and survey questions, and creating before and after visualizations to help the community understand the recommendations and provide meaningful input.
