A native of Alief in Houston, Carlos began his career as a scientist, examining microbes and transport pathways at a subcellular level. However, urbanism was always on his mind, especially when he contrasted the necessity of vehicle ownership in Alief versus walking, biking, and using the metro when visiting family in Mexico City. On the side, he would spend time exploring and learning about the magic of cities: their sounds, colors, shapes, and feelings that were made possible by people-focused urban design and multimodal mobility. Finally, he realized that this was more than an interest—it was a passion.

After earning degrees in biochemistry and microbiology, Carlos followed his passion for active transportation planning and urban design. He earned a master’s degree in City & Regional Planning from the Ohio State University. His research and coursework in both fields shaped skills in problem-solving, experimental design, and technical communication.

As an Associate at TEI, Carlos works on multimodal mobility planning, community engagement, and data analysis. He aims to make car-free living a safe, effective, and real possibility for everyone. He believes that each city is more than just a built environment; it is a lived environment where individuals of any background, age, or ability should enjoy the opportunity to experience urbanism and mobility in any way they choose.
